The Traditional Leadership Act formally recognizes and integrates traditional leadership institutions into Zimbabwe’s modern governance framework. The Act acknowledges the enduring role of chiefs, headmen, and village heads in maintaining cultural identity, resolving disputes, and mobilizing communities for development.

Key provisions include:

  • Hierarchy of traditional leaders – Establishes a clear structure comprising the National Council of Chiefs, Provincial Assemblies of Chiefs, chiefs, headmen, and village heads, each with defined roles and jurisdictions.

  • Appointment and recognition – Prescribes procedures for the appointment, suspension, and removal of traditional leaders, balancing customary succession rules with constitutional requirements for gender equity and non-discrimination.

  • Judicial functions – Empowers traditional leaders to preside over customary law disputes concerning civil matters such as marriage, inheritance, land allocation, and domestic issues, subject to the oversight of the conventional court system.

  • Advisory role – Requires traditional leaders to advise the government and local authorities on matters affecting their communities, including land administration, natural resource management, and cultural heritage preservation.

  • Development functions – Mandates traditional leaders to collaborate with Rural District Councils and other government agencies in implementing development projects, mobilizing communities for self-help initiatives, and maintaining social order.

This Act establishes a critical partnership between elected local authorities and customary leadership, ensuring that rural development respects cultural values while advancing modern governance standards
