The Planning Department is the strategic engine responsible for the spatial, economic, and infrastructural development of the Muzarabani Rural District. It ensures that all land use, human settlement, and commercial investments are sustainably managed, legally compliant, and strategically aligned with the district’s Master Plan and the national Vision 2030 agenda.

Spatial Planning & Zoning: Formulating and enforcing local layout plans and the overall District Master Plan to guide organized growth across all 29 wards.
Development Control: Reviewing architectural blueprints, issuing development permits, and conducting site inspections to ensure construction safety and regulatory compliance.
Land Administration: Managing council-owned land, processing subdivisions, handling lease agreements, and facilitating change-of-land-use applications.
Environmental & Hazard Management: Collaborating with the Environmental Management Agency (EMA) and civil protection units to ensure developments are climate-resilient, particularly in flood-prone low-lying areas.
District Master Plan (2024–2039): Implementation of the recently prepared statutory framework that dictates land requirements, housing, and infrastructure for the district’s 134,000+ residents over the next 15 years.
Cabora Bassa (Mukuyu) Gas Project Facilitation: Providing the spatial framework, zoning, and layout planning to accommodate the logistics, processing, and housing demands generated by the ongoing Invictus Energy hydrocarbon exploration.
Centenary and Muzarabani Growth Point Upgrades: Modernizing internal road layouts and surveying new commercial and residential stands to elevate the district’s primary business centers.
Mavhuradonha Wilderness Conservation Zoning: Managing the spatial and ecological boundaries of the 600-square-kilometer mountainous wilderness to balance eco-tourism with strict environmental preservation.
Flood-Resilient Settlement Layouts: Utilizing advanced geospatial mapping data to design safer, high-ground residential and infrastructure layouts for communities in Lower Muzarabani.
