Procurement Management Unit (PMU)

Description The Procurement Management Unit (PMU) is the statutory department responsible for the acquisition of all goods, services, and works required by the Muzarabani Rural District Council. Operating strictly under the Public Procurement and Disposal of Public Assets (PPDPA) Act and guided by the Procurement Regulatory Authority of Zimbabwe (PRAZ), the PMU ensures that all council purchasing is conducted with maximum transparency, fairness, and cost-effectiveness to deliver true value for public funds.

Functional Roles

  • Tender & Bid Administration: Preparing bidding documents, publishing local and national tenders, managing Requests for Quotations (RFQs), and coordinating the bid evaluation process.

  • Regulatory Compliance: Ensuring all council procurement activities adhere to PRAZ guidelines, maintaining statutory procurement records, and submitting required monthly and annual returns to the regulatory authority.

  • Contract & Supplier Management: Drafting procurement contracts, monitoring supplier performance, ensuring timely delivery of goods and services, and maintaining the Council’s register of pre-qualified vendors.

  • Public Asset Disposal: Overseeing the lawful, transparent, and environmentally safe disposal or auctioning of obsolete, surplus, or unserviceable Council assets and machinery.

Key Projects & Procurement Focus Areas

  • Devolution Infrastructure Sourcing: Managing the procurement of critical construction materials (cement, roofing, solar hardware) and contracting architectural services for community projects like the Musingwa School upgrades and local rural health centers.

  • ERRP Equipment and Materials: Sourcing heavy earth-moving machinery, grader spares, fuel, and road surfacing materials necessary for the ongoing Emergency Road Rehabilitation Programme across the district.

  • ICT & E-Governance Upgrades: Facilitating the acquisition of digital infrastructure, including point-of-sale (POS) terminals, servers, and software systems required for the Council’s transition to a smart digital billing and revenue collection system.

  • Master Plan Execution Support: Procuring the technical consultancy services, geospatial surveying tools, and mapping software utilized by the Planning Department for the 2024–2039 District Master Plan.

  • Annual Supplier Prequalification: Conducting the yearly evaluation and registration of local and national suppliers to empower local businesses while ensuring they meet the legal requirements to trade with the government.
