The Human Resources and Administration Department is the engine room of the Muzarabani Rural District Council. Our primary responsibility is to ensure that the council has a highly skilled, motivated, and disciplined workforce capable of delivering top-tier public services to the district. Additionally, the department oversees the general administration, legal compliance, and daily operational logistics of the council.

We manage the lifecycle of all council employees—from recruitment to retirement—ensuring that every department is staffed by capable professionals.
Recruitment & Selection: Managing open, fair, and transparent recruitment processes for all vacant council roles, ensuring the right talent is placed in the right positions.
Training & Capacity Building: Implementing continuous professional development, workshops, and skills-upgrading programs to keep our workforce aligned with modern e-governance and public administration standards.
Performance Management: Overseeing performance appraisal systems to measure productivity, reward excellence, and identify areas needing improvement.
Employee Welfare: Ensuring safe working conditions, managing staff wellness initiatives, and administering benefits, pensions, and medical aid schemes.

Industrial Relations: Managing relationships between council management and staff, resolving grievances, and facilitating regular collective bargaining and works council meetings.
Disciplinary Procedures: Implementing and enforcing the council’s Code of Conduct and ensuring all disciplinary matters are handled in strict compliance with the Zimbabwe Labour Act.
Policy Formulation: Developing, updating, and enforcing human resource policies, standard operating procedures, and gender-mainstreaming initiatives within the workplace.
The department acts as the primary administrative hub, coordinating official communications and maintaining institutional memory.
Secretariat to Council: Coordinating full council and committee meetings, compiling agendas, recording minutes, and tracking the implementation of council resolutions.
Records and Archives Management: Managing the registry system, safeguarding sensitive documents, and ensuring efficient retrieval of official correspondence and historical council records.
Public Relations & Reception: Managing the front office, steering public inquiries to the correct departments, and maintaining a welcoming professional image for visitors.
We protect the council’s legal standing and minimize operational risks through proactive compliance.
By-Law Enforcement Assistance: Assisting individual departments in drafting, reviewing, and formalizing local by-laws before publication.
Contract Management: Drafting and reviewing contracts, service level agreements (SLAs), and memoranda of understanding (MoUs) with external partners, contractors, and investors.
Legal Liaison: Coordinating with the council’s legal advisors to represent the local authority in any external legal disputes.
We ensure that the council’s physical assets are protected and that field teams have the logistics necessary to serve remote areas.
Fleet Management: Overseeing the allocation, maintenance, and fueling of council vehicles, heavy machinery, and road-grading equipment.
Asset Security: Managing security personnel and protocols to safeguard council properties, offices, equipment, and storage yards.
