The Social Services Department is the community-facing arm of the Muzarabani Rural District Council. Our primary mandate is to improve the quality of life, health, and general well-being of all residents across our 29 wards. We work closely with government ministries, NGOs, traditional leaders, and the community to deliver equitable, accessible, and high-quality civic services.
Ensuring a healthy district is our top priority, particularly through preventative care and accessible primary healthcare.
Rural Health Centres (RHCs): Managing, upgrading, and supplying council-run clinics and health outposts across the district to ensure accessible maternal and primary healthcare.
Disease Control & Prevention: Coordinating public health campaigns, with a strong focus on malaria prevention (critical in the low-lying areas of Muzarabani), cholera awareness, and immunization drives.
Environmental Health Inspections: Routine health and safety inspections of food outlets, butcheries, abattoirs, and general retail shops to ensure compliance with national public health standards.
Community Health Support: Collaborating with Village Health Workers (VHWs) to deliver grassroots health education and basic care.
We believe that education is the foundation of sustainable development. The council plays a vital role in providing a conducive learning environment for our children.
School Infrastructure: Constructing new classroom blocks, science laboratories, and teachers’ accommodation for council-administered primary and secondary schools.
Early Childhood Development (ECD): Establishing and registering ECD centers to ensure children have a strong educational foundation before entering primary school.
Welfare and Bursaries: Assisting in the identification and facilitation of the Basic Education Assistance Module (BEAM) for orphans and vulnerable children.
We are dedicated to protecting and empowering the most vulnerable members of our community, ensuring no one is left behind in Muzarabani’s development.
Vulnerable Populations: Coordinating relief and support programs for the elderly, orphans, child-headed households, and persons living with disabilities.
Women & Youth Empowerment: Facilitating vocational training, income-generating projects, and self-help groups to drive economic independence.
Drought Relief & Food Security: Working with the Department of Social Welfare and development partners to oversee fair and transparent food deficit mitigation and relief distribution during times of drought.
We manage the communal spaces that bring our district together, promoting social cohesion, sports, and culture.
Community Halls and Centers: Managing the booking, maintenance, and upgrading of council halls used for public meetings, weddings, and civic gatherings.
Sports and Recreation: Maintaining community sports grounds and supporting local youth sporting tournaments to promote healthy lifestyles and talent identification.
Cemeteries and Burials: Overseeing the planning, landscaping, and maintenance of public cemeteries, as well as providing dignified burial spaces for the community.
The department ensures that broader national and global social goals are integrated into all council activities.
Gender Mainstreaming: Ensuring that gender equity is considered in all council programs, resource allocations, and employment opportunities.
HIV/AIDS Intervention: Supporting the District AIDS Action Committee (DAAC) in promoting awareness, reducing stigma, and supporting affected households.
